The End of Paper Submissions

For years, applying for a temporary residence permit in Poland meant printing a stack of forms, queueing at a voivodeship office, and hoping the clerk found everything in order. As of April 27, 2026, that workflow disappears entirely.

The Case Management Module — known as MOS 2.0 — becomes the exclusive channel for submitting temporary and permanent residence permit applications. Paper applications delivered in person or by post will be rejected outright, with no grace period.

What You Need Before You Start

To file through MOS 2.0 you must have one of two digital identity tools:

  • A Trusted Profile (Profil Zaufany), the Polish government's free digital ID
  • A qualified electronic signature issued by a certified provider

Without either, you cannot submit. Most international students obtain a Trusted Profile through their Polish bank (PKO BP, mBank, ING, and others all support enrollment) once they have a PESEL number.

The Submission Flow

The portal walks applicants through a structured form. You will upload:

  1. A digital passport-style photograph meeting biometric specifications
  2. Scans of all travel documents and stamps
  3. Proof of insurance covering at least €30,000
  4. Proof of payment of the administrative fee
  5. Evidence of financial means

The University Annex

The most distinctive feature of MOS 2.0 for students is the digital annex confirming enrollment. Once you submit your application, the system automatically sends a link to your university's international office. A designated officer must open that link, complete the annex with your study details, and sign it electronically.

You cannot bypass this step. If your university delays signing, your application sits in limbo. Strategic applicants notify their international office in advance and confirm the responsible signatory.

What Replaces the Visa Stamp

Upon successful submission, MOS 2.0 generates an Official Confirmation of Receipt (UPO). This electronic document replaces the traditional passport stamp as proof of legal stay during processing. Carry a printed copy when traveling within Schengen, but the digital UPO is the legally controlling record.
